Challenge
- The IRS was in a 22,500 SF agency direct lease with the landlord but was under pressure to give up its delegated authority and move to a GSA lease upon expiration without a finalized long-term space plan
- In order to take over the process, and without IRS’s firm input, GSA advertised a competitive procurement for 16,000 SF for 10 years, 5 years firm
- The existing landlord was unable to locate documents that would allow GSA to agree that the Building met current seismic requirements
Solution
- IRS was in an agency direct lease and needed to transition to a GSA lease
- Agency's long-term plans were in flux throughout procurement
- Key procurement objectives were achieved, including:
- No space reduction
- 8-year firm term
- Minimal improvements to existing space required
Results
- CBRE FLAG partnered with the local leasing agent and solved the seismic issue by locating the original structural engineer for the building which would eventually lead to certification of meeting GSA’s current seismic requirements
- Through a prolonged solicitation period, CBRE FLAG successfully argued for no downsizing and increasing the renewal's firm term from 5 to 8 years
- A new GSA lease was executed, superseding the IRS direct lease 10 months prior to its expiration
